三、关键步骤
（1）进入C盘下用户的文件夹 C:\Users\Administrator\AppData\Roaming，新建一个pip文件夹
（2）在该文件夹下新建一个 pip.ini 配置文件，文件内容如下：

错误原因：
Anaconda 环境变量未配置完全，默认使用Anaconda3\lib\site-packages\pip。
解决办法：
D:\ProgramData\Anaconda3
D:\ProgramData\Anaconda3\Scripts
D:\ProgramData\Anaconda3\Library\bin
