Inconsistent behavior between text type in Webclient UI and backend customizing

发现line 60里header note被filter掉了，因此不会出现在最终的drop down list里：

Customizing里的 column “changes”如果配置成R，A，C，都不会在Note creation page的drop down list里显示出来。
